Marguerite and Virgil Ramsey were active and vital members of their community. Together, they were active in their church where they taught classes and held offices; in the South Webster Historical Society; and the Scioto County Genealogical Society.

In their work with the Genealogical Society, they recorded local cemeteries, repaired damaged grave monuments, and obtained documents of local interest for inclusion in the library. In addition, Marguerite and Virgil researched and wrote a book, "Iron Furnaces of the Hanging Rock Region." Their book fielded acclaim and the Chillicothe Historical Society honored the Ramseys for their efforts.

Independently, Virgil was a Boy Scout volunteer for several years and had held the office of Village Treasurer of South Webster, Ohio. Marguerite gave demonstrations at the local schools on genealogy and quilting, was a member of many years in the Ladies Auxiliary of the local fire department and squad, and won the Governor’s Award for her Scioto County Historical Quilt.

For their lifelong dedication to the community, the Ramseys were inducted into the Bloom Vernon High School Hall of Fame; Marguerite in 1996 and Virgil in 1997.

When Marguerite died in October of 2005, the Scioto County Genealogical Society and the Ramsey family thought it was appropriate to established a scholarship to honor Marguerite and Virgil.  Awarding an annual scholarship to a Scioto County high school graduate majoring in history seemed a perfect way to commemorate the Ramseys’ work  in local history, their love of Scioto County, and Virgil's background as a former teacher.
